May 2
Q. If a student-athlete from outside of the Youngstown area wishes to stay in Youngstown during the summer to attend summer school, but does not have a play to stay, can a YSU staff member or booster permit them to reside with them for a nominal fee?
A. No.
A member institution shall not permit individuals to serve as "sponsors" or "families" for student-athletes who are enrolled at YSU unless the same benefit is provided to all students.

Q. A local high school coach contacts a YSU coach requesting an autographed football to donate to a fundraiser the school is having for a new weight room. May our coach donate an autographed football?
A.
No. An institution may not provide funding -- directly or indirectly -- to benefit a high-school athletics program. In this scenario, it would be permissible for the high school to purchase the ball to raffle off. In addition, an institutional staff member may contribute to schools with prospect age students in the following manner:
   - Purchase admission to attend an event (i.e. awards banquet) where funds may ultimately benefit prospects, provided the primary purpose of the event is not to raise funds;
   - Financially support the high school located in the community he or she resides, as long as they act independently of YSU, the funds are distributed through channels established by the high school, and the funds are not earmarked for a specific student; or
   - Financially support the high school he or she formally attended as a student, provided they act independently of YSU, the funds are distributed through channels established by the high school, and the funds are not earmarked for a specific student-athlete.

Q. Would it be permissible to provide student-athlete with prizes on nominal value (t-shirts, notebooks, stuffed animals, candy, etc.) as motivational items for exceptional efforts in practice, competition, or summer workout programs?
A.
Student-athletes are not permitted to receive any extra benefits, regardless of value, unless expressly permitted by NCAA legislation. The above-mentioned scenario would not be permissible.

April 11
Q. If a high school or junior college prospect plans on coming to YSU as a walk-on (not signing a National Letter of Intent), is it permissible for YSU to release to the media announcing the student-athlete's intentions to enroll and participate at YSU?
A.
No. Institutions are precluded from commenting in any manner as to the likelihood of a prospect attending their institution, their ability, or the contribution a prospect may make to the program, unless the prospect signs a National Letter of Intent of the prospect signs an acceptance of the institution's written offer of admissions. However, a prospect is permitted to contact news media outlets themselves to announce their intentions to enroll at an institution, but the institution cannot play any role in that announcement, including confirming the prospect's plans to enroll.

Q. May a booster or family member of a student-athlete donate athletic equipment (i.e. golf balls, tennis racquets, t-shirts) to a team?
A.
Yes, PROVIDED, the items are provided directly to the institution and are issued and retrieved in accordance with institutional policies. Student-athletes are NOT permitted to receive such equipment, supplies or clothing directly from any outside entity.

Q.
Is a non-qualifier permitted to have practice apparel (i.e. shorts, t-shirt, swim suit, hat, warm-up, etc.) in his/her initial year of residence?
A.
No. Non-qualifiers are only permitted to use equipment (i.e. ball, bat, racquet, etc.) provided the student-athlete is not observed using the equipment by any staff member.

March 14
Q.
A group of family members create a March Madness pool for NCAA basketball that only requires $1 to join the pool for a chance to win the total amount collected.  Would it be permissible for an athletic department staff member to participate since he/she would be playing with family?
A.
No. Gambling in any way, shape, form or amount is impermissible by any member of the athletics department (administrative staff, trainers, equipment managers, academic counselors, coaches, clerical, etc.) whether volunteer or paid staff members. NOTE: Penalty for an athletic staff member confirmed to have gambled on college or professional sport is most likely termination of employment.  Penalty for a student-athlete is permanent ineligibility.

Q. Would it be permissible for a parent or family member of a student-athlete to share a room with the athlete during an away trip or ride in the bus on the trip if it doesn’t increase the cost of the room or transportation?
A.
No. Providing free room and/or transportation to a family member is considered an extra benefit and impermissible by NCAA rules.

Feb. 28
Q. The football coaches would like to take the team to a movie August 13 (during pre-season camp).  The football coaches would then like take the team to a movie in February.  Which, if any, is permissible?
A.
An institution may provide entertainment that takes place within 30 miles of campus during vacation periods when the team is required to be on campus and classes are not in session.  In the above scenario, taking the team to a movie on August 13, 2004, is permissible since it is in-season, the team is required to be on campus, and classes are not in session.  However, it is not permissible for the same team to be provided a movie in February for the same reasoning. Rule is applicable to any sport with similar circumstances.

Q. Would it be permissible for a coach to provide donuts to his/her team on several occasions after early morning practices?
A. No. Providing donuts or any other meal on regular occasions does not meet the permissible definition of occasional meals or nutritional supplements. YSU allows for an occasional meal once per semester.

Q.
A fan requests a poster to be mailed to them. Is that permissible?
A.
It depends. NCAA Bylaw 13.4.1 has a list of specific recruiting materials that can be sent to both prospects prior to September 1 of their junior year and after September 1 of their junior year. Unless you can confirm with 100 percent certainty that the requester does not have prospect age children, posters should not be sent. Posters may be available at a number of central locations throughout the campus and local community, and be available to anyone that wishes to pick one up. They are not permitted to be provided specifically to a prospect on a visit to campus or through the mail. In addition, posters are not permitted to be sent to high school coaches or personnel (guidance counselors, principals, etc.). Finally, posters may be included in a general public mailing (i.e. in a ticket application mailing).

Q. If a coach initiates a phone call to a prospect two times, is that considered recruiting?  Does it matter if a prospect is recruited or not if they enroll at YSU?
A.
Initiating a phone contact with a prospect on more than one occasion meets the definition of “recruited”.  Recruited/nonrecruited status is extremely important if a prospect subsequently enrolls at YSU since it will determine whether or not the prospect can receive any institutional aid (academic scholarships, YSU Foundation scholarships, institutional incentives, etc.) and whether the aid will be counted towards the team’s equivalency.

Q. Can a YSU employee leave complimentary tickets for a prospect or high school/junior college coach at an away game?
A.
No. Complimentary admissions can only be provided for home contests.

Q. Can schools employ a local high school group to perform duties at our events (i.e. ushering, concessions) in which high school prospects will be working?
A.
Yes – Provided the funds are distributed directly to the high school for the use of all students (not just student-athletes), compensation is commensurate with the going rate for such services and the funds not distributed directly to the high school's athletics department.

Q. If a prospect or the prospect’s coach wants to borrow a copy of a YSU highlight film or video of our sport team, can we provide them with a copy?
A.
No, our staff can show a YSU highlight film or game film to a prospect or their coach but we may not send it to or leave it with the prospect or coach.
